The government of Belarus has proposed to increase the rent for modern rental housing. This initiative, based on a proposal from the State Control Committee, was reported by Deputy Prime Minister Alexander Terekhov.
According to the official, the task is to provide rental housing with the minimally necessary set of household appliances and furniture. The improvement in the quality and arrangement of apartments, the official believes, will inevitably affect the cost of rent. At the same time, no drastic changes are planned in this area: the existing mechanisms for providing rental housing and the rent calculation formula are only to be further adjusted.
Currently, the basic rent is calculated based on the base value. As Terekhov explained, 0.2 of the base value, which corresponds to 9 rubles per square meter, is multiplied by the area of the apartment. Thus, the basic rent for a two-room apartment with an area of 60 square meters is 540 rubles per month. However, in fact, no more than 30% of tenants pay at such rates, as additional coefficients are then applied depending on the location of the housing.
For example, for an apartment in a rural area, a coefficient of 0.1 is used. In this case, instead of 540 rubles, the rent will cost 54 rubles per month. In Minsk, the coefficient depends on the location of the house and ranges from 0.5 to 1.5. Therefore, the rent for a similar apartment in the capital can vary from 270 to 810 rubles.
The government's proposal envisages that for new rental housing equipped with appliances and a minimal set of furniture, the basic calculation will be based not on 0.2, but on 0.3 of the base value. As a result, the basic rent for an apartment with an area of 60 square meters, before applying upward or downward coefficients, will be 810 rubles instead of the current 540.
Terekhov also reminded that additional downward coefficients apply to certain categories of tenants. A coefficient of 0.1 is applied to young specialists, civil servants, and young workers in demanded professions, the list of which is determined by the executive committees.
In practice, this means that for such a specialist, the rent for an apartment with a base cost of 540 rubles for 60 square meters in a rural area, according to current rates, can be only 5.4 rubles per month.
