Former political prisoners have started to be removed from the list of "terrorists"
This is not a thaw, this is simply how the KGB's bureaucratic mechanism works.

In recent weeks, 12 people have been removed from the list of "terrorists" maintained by the KGB. All of them are former political prisoners. Financial restrictions will finally be lifted from them — people will be able to open bank accounts, buy and sell real estate, and register SIM cards in their names.
Among them are Dzyanis Syrets, Vital Zhylinski, Yauhen Chumila, Maksim Razhkou, Siarhei Kiryyenka, Aliaksandr Haluza, Mikalai Halalyuk, Siarhei Savich, Dzmitry Udaleeu, Kiryl Kuznyatsou, Dzmitry Bohush, and Yury Tashkinau.
One should not look for any political relaxations in this; in fact, the KGB is simply following its own procedure — according to the resolution, if a person's conviction for "terrorist" articles is expunged, then they must also be removed from the list.
Now it's the turn of some of the political prisoners released by pardon in August and September 2024. For those of them who were convicted under less severe political articles, the conviction lasted two years.
Now they can at least be served by banks.
Recall that the list of "terrorists" includes people arrested under certain criminal articles. In particular, these are Art. 130 (Incitement to hatred), Art. 293 (Mass riots), Art. 361 (Calls to harm the national interests of Belarus), as well as some others. Moreover, to be included in the list, one does not even need to be convicted — an accusation is sufficient.
Currently, there are 738 people in the Belarusian part of the "terrorists" list (in the foreign part — 736 people, including Afghans, Iraqis, North Koreans, and other representatives of terrorist organizations).
Under which articles were the 738 Belarusian "terrorists" tried? (Some of them were accused under several "terrorist" articles simultaneously).
502 people were accused of "inciting hatred" — effectively for writing critical comments.
For 260 people, Article 361 — calls for actions detrimental to national security — appeared in the charges. These are also mostly commentators.
95 people were tried for "an act of terrorism" (Art. 289), 77 people were considered participants in "mass riots" (Art. 293).
