Perm refinery stopped operations after Ukrainian drone attack

The Perm oil refinery "Permnefteorgsintez", owned by "Lukoil", stopped operations after an attack by Ukrainian drones on August 21. Two sources in the oil industry told Reuters about this. According to their estimates, repairs could take up to two weeks.

On the morning of August 21, Ukrainian drones attacked facilities in Perm. Later, smoke was observed over the refinery's territory. Reuters sources confirmed that a fire broke out at the plant as a result of the attack.

As a result, the main primary oil refining unit, which accounts for about 40% of the plant's capacity, was stopped. Another large unit, which provides about 34% of the refinery's capacity, has been out of operation since July 29.

"Permnefteorgsintez" is one of Russia's largest oil refining enterprises and ranks approximately seventh in the country in terms of oil processing volumes.

Ukrainian drones have attacked the plant several times since spring 2026. In early May, the enterprise was already forced to suspend operations after strikes.

Regular attacks on Russian oil infrastructure are taking place against the backdrop of ongoing problems with fuel supply to the domestic market. Throughout the summer, Russia has experienced a fuel crisis: gasoline prices are rising, and restrictions on its sale are being introduced in various regions. A new wave of problems began in mid-August.
