Rules for public transport controllers to change

In Belarus, rules for the use of video recorders by control and audit service employees are changing . New requirements have been approved by the Ministry of Transport and Communications. They will come into force on October 5, 2026.

Instruction No. 43, approved by the Ministry of Transport on August 25, 2026, defines the procedure for the use of technical means for video surveillance and audio recording by inspector-controllers during the performance of their official duties.

One of the main new requirements will be the mandatory informing of passengers that video and audio recording is taking place. In addition, during checks for passenger travel documents or tickets, controllers will be required to maintain continuous recording.

Separately, the instruction specifies requirements for the protection of passengers' personal data, as well as the procedure for storing and accessing the obtained information. Access to video and audio recordings of ticket inspections will be limited to a specific circle of employees.

Also, terms for the storage and use of recordings made with video recorders have been established.
