Putin Allows State Takeover of Facilities Unprotected from Drones

Russian President Vladimir Putin signed a decree allowing the introduction of temporary state management at critical infrastructure facilities in Russia, whose owners have not taken sufficient measures for their protection, including from drone attacks.

This refers to enterprises in the fuel and energy complex, industry, communications, housing and communal services, transport and logistics sectors, as well as other facilities important for the country's security, economic stability, and the livelihood of the population.

According to the decree, real estate, securities, shares in the authorized capital, and property rights of organizations and individuals owning such facilities can be transferred to temporary state management. They will be managed by Rosimushchestvo (Federal Agency for State Property Management) or another structure appointed by the Russian authorities.

Such a mechanism is planned to be used due to the growing threat to Russian critical infrastructure during the war. Previously, Russian businesses appealed to the authorities with a request to define clear financing schemes for the protection of enterprises from drones.

In recent months, Ukrainian drone attacks have intensified in Russia on industrial and logistical facilities, including warehouses of large marketplaces and oil refineries. Russian authorities have already allowed some companies to acquire means for protection against UAVs, including radar equipment, electronic warfare systems, and anti-aircraft systems.
