EU will not give Ukraine additional money until promised reforms are implemented

The government asked the European Commission to help cover this deficit by early allocation of funds from the two-year, €90 billion "Ukraine Support Loan" program.
The loan is intended to cover Ukraine's financial needs in 2026-2027. The program provides up to €45 billion annually, subject to reform implementation. However, this year Ukraine received only €15.7 billion due to delays in their implementation.
Brussels rejected the request for early disbursement of funds planned for 2027. Instead, the EU insists on the Ukrainian government fulfilling its commitments, which would unlock about €34 billion in support by the end of the year, writes "Ukrainska Pravda" with reference to FT.
Among them are the abolition of benefits for small international parcels and the introduction of new tax rules for digital platforms.
Separately, the European Commission emphasized the unacceptability of Ukraine deviating from previously implemented commitments and cited the easing of requirements for politically significant persons as an example.
