Cyprus started issuing residence permits to Belarusians with expired passports

The Cypriot authorities have officially confirmed that Belarusians with expired passports can obtain and renew residence permits in the country. The corresponding administrative decision has been in effect since May 2026, Radio Svaboda was informed by the Office of the Deputy Minister of Migration and International Protection of Cyprus.

In response to an inquiry, the Office of the Deputy Minister confirmed that the Migration Department of Cyprus has approved a decision allowing Belarusian citizens with expired Belarusian passports to obtain or renew residence permits.

Cypriot authorities also confirmed to Svaboda that children born in Cyprus to families where both parents are Belarusian citizens and cannot obtain a Belarusian passport for the child will be able to obtain a residence permit based on a birth certificate issued in Cyprus.

“This is confirmed on condition that both parents are citizens of Belarus,” the Office of the Deputy Minister noted in their response to Svaboda.

As clarified by the Cypriot authorities, the decision has been in effect since May 2026. On August 26, the Migration Department of Cyprus officially published information about the new procedure on its website.

Thus, the official response from the Cypriot authorities confirms the information previously reported by Alesya Parkhomenka, representative of the Democratic Embassy of Belarus in Cyprus.

She stated that the new procedure will allow not only to accept applications from Belarusians with expired passports but also, upon fulfilling other migration requirements, to issue them residence permit cards.

The question of whether the period of residence in Cyprus with a permit issued on the basis of an expired Belarusian passport will count towards the term required for obtaining citizenship was not clarified by the Office of the Deputy Minister of Migration and International Protection. In response to Svaboda, it was stated that this question should be addressed to the Ministry of Interior of Cyprus, which is competent in matters of naturalization.

However, the issue of international travel remains unresolved: a residence permit does not replace a passport or other travel document and does not, by itself, solve the problem of leaving Cyprus for Belarusians who do not have valid passports.
