They Want to Ban Baths and Saunas on Dacha Plots

In Belarus, it is proposed to ban the provision of bathhouse and sauna services and the organization of entertainment events on dacha plots in horticultural partnerships. The corresponding draft decree "On Improving the Activities of Horticultural Partnerships" was prepared by the Ministry of Economy and submitted for public discussion, which will continue until June 18.

The ministry believes that renting out dacha houses along with bathhouses, gazebos, and recreation areas is effectively an activity in the sphere of agro-ecotourism. According to current rules, such services are only allowed in populated areas.

If the proposed changes are adopted, it will be forbidden to organize commercial bathhouse and sauna services, as well as to hold entertainment, sports, and mass cultural events on lands designated for collective gardening and dacha construction.

The authorities explain the proposed restrictions by stating that horticultural partnerships were originally created for collective gardening and horticulture, not for conducting business. Another reason cited are numerous complaints from dacha owners about noisy companies, loud music, parties, and shouts that prevent neighbors from relaxing.

The draft amendments also provide for other novelties. In particular, it is planned to simplify the transfer of power grids to state ownership. For the construction or repair of electricity supply lines, it will no longer be necessary to exclude the corresponding land plots from the ownership of citizens, as was required previously.

In addition, it is proposed to change the procedure for making decisions on including the territory of a horticultural partnership within the boundaries of a populated area or on granting the partnership itself the status of a populated area. While currently the consent of all members of the partnership is required for this, in the future, support from at least two-thirds of the plot owners may be sufficient.
