A meeting of the leaders of Great Britain, France, Germany, and Ukraine in London concluded with a strong joint statement. Friedrich Merz, Keir Starmer, Emmanuel Macron, and Volodymyr Zelenskyy clearly outlined that Europe must take an "active part" in any future negotiations between Kyiv and Moscow, and lasting peace itself is possible only under five firm conditions.

During the meeting, discussions included increasing pressure on the Russian economy, increasing military aid to Ukraine, and joint production of missiles for air defense and long-range strikes.
Five Conditions for Lasting Peace in Ukraine
The leaders of the "Euro-troika" and Zelenskyy defined five conditions for achieving a just and lasting peace.
Cessation of hostilities.
The current line of contact must become the starting point for negotiations. Furthermore, international borders must not be altered by force, and Ukraine's sovereign right to independently choose alliances and security mechanisms must be strictly observed.
Mandatory security guarantees. After the ceasefire comes into effect, Ukraine must receive security guarantees, which include the deployment of multinational forces on its territory.
Freezing of Russian assets. They will remain blocked until Russia stops its aggressive war and compensates for the damages inflicted on Ukraine.
Protection of European security interests. Any agreements must guarantee Europe's security, and the part of the negotiations concerning the EU and NATO will require the consent of the member states of these organizations.
Zelenskyy's Proposal to Putin and the Kremlin's Response
On the evening of June 4, Volodymyr Zelenskyy published an open letter to Vladimir Putin proposing to set a precise date for a personal meeting to end the war, noting that Europe and the USA could join the process.
The very next day, Putin stated that he currently saw no point in such a meeting, called the letter "rude," and urged Russian military personnel to continue combat operations until "the set goals are achieved."
