Russia blames Ukrainian Armed Forces for strike on dormitory with teenagers. Ukrainians deny it
Russian media are actively spreading information that last night Ukrainian military allegedly struck a civilian dormitory in the city of Starobilsk, in the territory of the Russian-occupied Luhansk region. The General Staff of the Ukrainian Armed Forces has issued a special statement regarding this.

Information about the alleged destruction of civilian infrastructure by the Ukrainian Armed Forces is called "manipulative" in the statement of the Ukrainian General Staff.
"We inform that the Armed Forces of Ukraine strike military infrastructure and objects used for military purposes, strictly adhering to the norms of international humanitarian law, laws and customs of war.
Thus, on the night of May 22, 2026, a number of objects of the Russian aggressor were damaged, including an oil refinery, ammunition depots, air defense systems, command posts and enemy personnel, including one of the headquarters of the "Rubikon" unit in the Starobilsk city area," the General Staff of the Ukrainian Armed Forces states.
"Rubikon" is a Russian military special unit "Center for Advanced Drone Technologies", whose representatives regularly strike civilians and civilian objects on the territory of Ukraine.
According to earlier reports from the Russian side, a strike was allegedly carried out on the building of the educational campus and dormitory of a pedagogical university branch in the Luhansk region.
Representatives of the so-called "LPR" authorities claimed that at the time of the strike, there were allegedly 86 teenagers aged 14 to 18 in the building.
Later, Russian President Vladimir Putin personally stated that the strike, he claimed, was deliberate and targeted. He also instructed the Ministry of Defense to prepare retaliatory measures. According to him, there were no military objects near the building, therefore, he claims, there is no reason to believe that the damage could have been the result of the action of Russian air defense systems or electronic warfare.
According to official Russian data, six people died as a result of the strike, 39 were injured, and another 15 are considered missing.
Earlier, the Russian Ministry of Foreign Affairs stated that the strike was carried out with long-range weapons with the technical support of specialists from NATO countries. The Russian side called on international organizations and governments to assess Ukraine's actions and condemn them.
