Diplomat Dapkiunas, who made a boorish speech at the OSCE two months ago, has been dismissed
Alexander Lukashenka has signed a decree according to which Andrei Dapkiunas is relieved of his post as Ambassador Extraordinary and Plenipotentiary of Belarus to Austria and, concurrently, to Slovenia.

Dapkiunas is also relieved of his post as Permanent Representative of Belarus to international organizations in Vienna and, concurrently, to the Organization for Security and Co-operation in Europe (OSCE).
The reason for his dismissal from these positions is stated as Dapkiunas's resignation.
Dapkiunas had been in diplomatic service since the beginning of Belarusian independence — since 1992.
He was appointed Ambassador of Belarus to Austria and Slovenia, as well as Permanent Representative of Belarus to international organizations in Vienna and to the OSCE, in July 2020. Prior to that, from 2017 to 2020, he served as Deputy Minister of Foreign Affairs of Belarus. And before that, from 2004, Dapkiunas worked as the Permanent Representative of Belarus to the UN.
Andrei Dapkiunas is 63 years old; he was born in Minsk and comes from an intellectual family. His father was a well-known theater figure, working at the Ministry of Culture and the Kupala Theater. His mother headed the Yanka Kupala Museum.
An interesting fact is that Andrei Dapkiunas is a relative of Yanka Kupala. His mother, Zhanna Dapkiunas, is the great-niece of the great poet. Andrei Dapkiunas's great-grandmother was Leakadziya (Lyolya) Ramanouskaya — Yanka Kupala's own sister.
After 2020, Dapkiunas was explicitly loyal to the regime and actively, even aggressively, defended it on international platforms. For instance, in late June of this year, after Ukrainian President Volodymyr Zelensky issued an ultimatum to Alexander Lukashenka and temporarily achieved the shutdown of Russian drone transponders on Belarusian territory, Andrei Dapkiunas delivered such a boorish speech regarding Ukraine at the OSCE that even the official state press later deleted its text from their platforms.
In his speech, he stated, among other things, that Ukraine is governed by "Mr. Bean on crack." Dapkiunas also called Ukrainian President Volodymyr Zelensky "the de facto ruler of Ukraine" and compared him to an animal, calling him "Europe's pet."
