Minister of Internal Affairs Ivan Kubrakov stated that if licensing of activities for the installation and maintenance of intercoms is introduced, the Security Department of the Ministry of Internal Affairs will be able to take over these works if there is no licensed service provider.

According to Kubrakov, the idea of introducing such licensing received support from Lukashenka. The task is to do this promptly. Currently, 82 legal entities and 14 individual entrepreneurs are engaged in intercom maintenance in Belarus.
The Minister explained the need for changes by stating that citizens are often dissatisfied with the quality of services provided by commercial organizations and address their complaints not to these companies but to representatives of state utility services.
According to him, at the initiative of the Ministry of Internal Affairs, norms are being introduced into the draft law that propose to consider intercom systems as part of technical security systems. Work with such systems, in this case, would be classified as activities requiring a license. The need for innovations is explained by the fact that there is no corresponding concept in the current legislation yet, and its definition in state standards is recommendatory.
Kubrakov assured that if no licensed organization capable of maintaining intercoms is found, these services will be provided by units of the Security Department of the Ministry of Internal Affairs. According to the Minister, their capabilities allow them to service the entire residential housing stock of the country.
In addition, the Ministry of Internal Affairs plans to create a system that will allow emergency services and law enforcement agencies to quickly access buildings. It should also allow notifying people in case of danger and remotely unlocking locks of intercom systems.
A pilot project of such an access control system has already been launched at the Monitoring Center of the Security Department of the Ministry of Internal Affairs. 494 objects have been connected to it.
