BelPol uncovered another sanctions circumvention scheme in the interests of OJSC "Planar," which cooperates with the Russian military-industrial complex
The sanctioned enterprise OJSC "Planar," which actively cooperates with Russia's military-industrial complex, received necessary parts through the Grodno-based LLC "Budgeadar" (UNP 591505540), writes Radio Svaboda.
This company specializes in the sale of road materials, roofing materials, as well as geogrids, geotextiles, and bentonite mats.
Previously, "Budgeadar" had already featured in a BelPol investigation regarding equipment supplies for the sanctioned OJSC "Grodno Tobacco Factory Neman." At that time, equipment totaling 358,816 euros was supplied through this company, including an industrial CO₂-laser Luxinar OEM-45i X.
New data, according to "BelPol," indicates the supply of foreign components for OJSC "Planar."
Documents published by the organization show that "Planar" acquired from "Budgeadar" a XIMEA xiQ MQ013MG-ON-S7 monochrome machine vision camera and gearboxes from the French company Girard Transmissions. The DYNABOX gearbox series, previously manufactured by Girard Transmissions, is now part of the Nidec Drive Technology group.
The XIMEA xiQ MQ013MG-ON-S7 camera is manufactured in Slovakia at the XIMEA enterprise in Zahar, near Bratislava. However, the brand itself and the main office of XIMEA GmbH are located in Münster (Germany).
OJSC "Planar" is under sanctions from European and other Western countries due to the company's deep integration into the production of equipment and components for the Belarusian and Russian defense complexes.
The USA included the enterprise in the SDN list on December 5, 2023. Later, restrictions were imposed by the UK, Australia, Canada, the EU, and Switzerland.
In March 2025, the European Union imposed sanctions also against the company's CEO, Sergei Avakov.
