Sheiman's former son-in-law has a residence permit in Lithuania. What businesses does he run?

Andrei Shymanovich traveled a lot with Sheiman. And he runs his businesses in Europe, as reported in the 'Bureau' investigation.

Who is Andrei Shymanovich

Shymanovich was born in 1987 in Minsk, studied in London (Queen Mary University), and later worked as a consultant at the investment firm Bowline Capital Partners.

In 2016, he married Volha Sheiman — daughter of Viktar Sheiman, one of Lukashenka's closest associates.

Shymanovich traveled extensively with his father-in-law Viktar Sheiman and his son Siarhei — according to 'Cyberpartisans', these included dozens of joint trips, including a 2016 flight related to the start of Sheiman's gold mining project in Zimbabwe.

First business — mSpy spy app

In 2011, Shymanovich co-founded mSpy — a service for covert surveillance of other people's phones (messages, geolocation, calls, etc.), which was positioned as 'parental control'. However, the app was widely used to monitor partners and employees (parents concerned about their children accounted for only 40% of the app's clients).

The service experienced three major data breaches (2015, 2018, 2024), affecting hundreds of thousands and millions of users.

In 2015, Shymanovich founded the venture fund WeRocks, investing in startups related to data collection (Bluesmart, GeoZilla, Placemeter, and others).

Belarusian media included him in ratings of young successful businessmen.

What other projects does he have

In 2018, he created two related companies — Belarusian Mobyrix and Lithuanian Appvillis, which outwardly appear as different firms but effectively operate as a single structure. The Belarusian office developed the software, and the Lithuanian office published it.

The flagship product is Nicegram, an add-on for Telegram. The user links their messenger account to it — and gets additional features like an AI assistant and access to blocked channels. However, by installing Nicegram, the user discloses their name, email address, and phone number to the app, granting access to geolocation, microphone and camera, photos and videos on the phone.

Other Shymanovich projects (eSIM Plus, InLab, StickyLab, AI assistant Aivan) also raise concerns due to excessive permissions, telemetry transmission to the Russian Yandex AppMetrica, and broad licenses for user content.

Investigators also found offshore companies allegedly linked to Shymanovich.

Legalization in Lithuania

In 2023, Shymanovich received a Lithuanian residence permit as a startup founder (and extended it in 2025), the Lithuanian investigative center Siena learned.

He was allegedly granted the residence permit after his divorce from Volha Sheiman, which allowed him to pass the migration check — although at the time of establishing his Lithuanian business in 2018, Shymanovich was still a member of the Sheiman family.

Andrei Shymanovich's younger sister completed her master's degree in London, and now lives in Warsaw and works in IT.
