Belarusians Offered to Apply for Temporary Residence Permit in Lithuania Through Georgia and Armenia
This has been done so that Lithuanian employers can continue to attract the workers they need from Belarus, reports the press service of the Ministry of Interior of Lithuania.
From November 1, 2026, it will no longer be possible to apply for a temporary residence permit in Lithuania through the subdivisions of an external service provider in Bosnia and Herzegovina, Kazakhstan, Kyrgyzstan, and Uzbekistan.
This decision was made by the Minister of Interior of Lithuania, Martynas Kacielinas. The reason cited was threats to state security interests.
At the same time, Lithuania is creating an opportunity for Belarusian citizens to apply for a temporary residence permit through the subdivisions of an external service provider in Armenia and Georgia. This has been done so that Lithuanian employers can continue to attract the workers they need from Belarus.
Without such an opportunity, after the changes in the legislation on the legal status of foreigners come into force on November 1, Belarusian citizens would no longer be able to come to Lithuania for work, the Lithuanian Ministry of Interior claims.
As a result, the updated list will contain 27 countries instead of 31. In 22 of them, it will be possible to apply for a temporary residence permit in Lithuania on the basis of employment.
The opportunity to apply for a temporary residence permit through external service providers while outside Lithuania became available from January 1, 2023.
Previously, it was reported that serious problems could arise for the employment of Belarusians in Lithuania, as according to new rules, which Lithuania adopted in May, an application to the Migration Department for a temporary residence permit on the basis of work or study can only be submitted if the applicant has:
- a valid residence permit or a national visa issued by Lithuania;
- a valid residence permit of another EU country or a Schengen area country;
- or legal grounds for visa-free stay.
This meant that foreigners arriving in Lithuania with a Schengen visa or a national visa from another state after November 1, 2026, would not be able to apply for a residence permit in Lithuania on the basis of work or study through the Migration Department.
In order to circumvent this restriction, a special provision for Belarusians is included in the decision of the Minister of Interior of Lithuania.
