American Senators Coordinated "Hellish Sanctions" Bill Against Russia with the White House
American Senator Lindsey Graham stated at a briefing in Kyiv that the bill on new tough sanctions against Russia has been agreed upon with President Donald Trump's administration and has the support of the White House. According to him, this significantly increases the chances that Congress will approve the document, writes "RBC-Ukraine".
The bill, which Graham developed together with Senator Richard Blumenthal for almost two years, is intended to provide the US President with additional tools to increase pressure on Russia to stop the war against Ukraine.
The document provides for the possibility of introducing high tariffs and other restrictions against:
- countries that continue to buy Russian oil and gas;
- companies and states that help Russia circumvent existing sanctions.
According to Graham, he plans to discuss the bill with the leadership of the Republican and Democratic parties to bring it to a vote in Congress as soon as possible.
The senator also stated that the US could strengthen its support for Ukraine in defending against Russian ballistic missiles. In his opinion, a combination of military aid and economic pressure on countries cooperating with Moscow could force Russian President Vladimir Putin to sit down at the negotiating table.
Graham noted that he knows which states continue to purchase Russian energy resources and help circumvent sanctions. After returning to the US, he intends to discuss this with President Trump and representatives of these countries.
The Sanctioning Russia Act of 2025 bill, registered in Congress back in April 2025, provides for sanctions against Russian banks and oligarchs, a ban on American investments in Russia's energy sector, and the possibility of introducing tariffs of up to 500% for third countries that continue to buy Russian oil and gas.
Previously, consideration of the document was postponed, despite the support of most senators, as its coordination with Donald Trump's administration was awaited. Now, according to Lindsey Graham, such coordination has already been achieved.
