In Lithuania, Taxi Drivers Are Required to Learn the Lithuanian Language
The Seimas of Lithuania adopted amendments to the Road Transport Code, which allow the government to introduce a mandatory requirement for knowledge of the state language for taxi drivers and ride-sharing services, such as Bolt.
This decision is aimed at solving the problem with foreigners in the service sector who do not speak Lithuanian at all.
The new rule will come into effect in 2028 — from that time, foreign drivers will be required to confirm their knowledge when obtaining a work permit.
Until now, the State Language Inspectorate could not require such drivers to take an exam, as they are not formally employees of companies but work under individual activity certificates. The current amendments rectify this legislative loophole.
Regarding general requirements for foreigners in the service sector, they must initially possess language proficiency at least at the basic A1 level. This requirement is valid for two years from the declaration of residency, after which the level must be raised to at least A2. At the basic level, a person should understand everyday phrases, be able to introduce themselves, state where they live, and understand simple questions from clients.
