Belarusian businesses are facing problems with supplies to Russia ahead of the launch of the goods awaiting confirmation system (SPCHT), writes Office Life.

This week, Russia's Ministry of Finance confirmed that the new system will launch on June 1.
According to Andrey Kopytok, chairman of the Coordination Council of the Republican Confederation of Entrepreneurship, Belarusian exporters are already receiving rejections from Russian businesses with whom they have contracts under the new system's operations.
"One of the main points of SPCHT for obtaining a QR code for importing goods from Belarus to Russia is the payment of a security deposit. And now Russian businesses are refusing to pay it, arguing that it is more profitable to purchase such goods within Russia," Andrey Kopytok told. "— The parties have not yet found a consensus on the Belarusian side's proposal to deduct the difference for new deliveries or goods already delivered."
The goal of the innovation is to combat "grey" schemes. According to the new rules, Russian importers will be obliged, no later than two days before importing goods, to submit a document on the upcoming delivery through the FNS information system, pay a security deposit equal to the amount of VAT (excise taxes), receive a QR code, and transfer it to the carrier.
