Russian President Vladimir Putin has supported the start of preliminary work on a high-speed railway line project that is intended to connect Moscow and Minsk. This issue was discussed during a report to him by Russian Transport Minister Andrey Nikitin.

According to the head of the Russian transport agency, after the construction of the intra-Russian route Moscow — Nizhny Novgorod — Kazan, the international project Moscow — Minsk is considered the second most promising. He proposed to begin preliminary preparation, and Putin gave his consent.
Oleg Nikitin noted that in 2028—2029 it will be necessary to determine the financial model of the project and prepare it for further implementation. The Eurasian Development Bank is planned to be involved in working on the international part.
Vladimir Putin also stated that he had repeatedly discussed the idea of a high-speed railway with Alexander Lukashenka and that the Belarusian side supports this project, so no serious administrative obstacles are expected.
Currently, Russia is already building its first high-speed main line between Moscow and St. Petersburg, which is expected to launch in 2028—2029. Only after this is it planned to proceed with the construction of subsequent routes. Previously, the direction to Minsk was not a top priority and was only in fourth place in the plans of Russian railways.
Back in April 2026, the ministries of transport of Belarus and Russia announced the creation of a joint working group that will study the legal, technical, and organizational issues of implementing high-speed rail connections between the two countries.
