Head of Minsk Central District Department of Internal Affairs Resigns
Vital Semyantsou led the district police for five years. His deputy is Major Uladzimir Kubrakou, the minister's son.

48-year-old Colonel Vital Semyantsou has resigned from the position of head of the Central District Department of Internal Affairs of Minsk. He worked in this position for about five years. During the 2020 protests, Semyantsou was the deputy head of the Kastrychnitski District Department of Internal Affairs of Minsk — and was included in human rights reports as one of those responsible for the torture of detained demonstrators.
Even earlier, he was deputy head of the Zavodski District Department of Internal Affairs.

A distinctive feature of the Central District Department of Internal Affairs of Minsk is that Major Uladzimir Kubrakou, the son of the Minister of Internal Affairs Ivan Kubrakou, works here in one of the leading positions. He is one of the deputy heads of the District Department of Internal Affairs, heading the criminal police.
Other deputies hold higher ranks. Yauhen Artsiomchyk is a colonel, and Artsiom Kavaliou is a lieutenant colonel.
