Support for new sanctions against Russia is falling in the European Union

According to information from the Financial Times, a crisis of support for a new package of sanctions against Russia has matured in the European Union — countries are refusing to approve measures that could harm their own companies.

A number of countries have demanded exceptions or blocked the 21st package of sanctions. Among them are Greece, France, Italy, Germany, Austria, Portugal.

Greece refuses to approve the entire package unless it receives permission to transport Russian liquefied natural gas (LNG) to third countries. This refers to Dynagas, a company owned by Greek billionaire shipowner Georgios Prokopiou, which has transported over 30 million tons of LNG from the Arctic Yamal project since 2022 (estimated by FT to be worth over $24 billion).

Portugal and Germany demand the removal of the ban on purchasing Russian fish, citing the protection of their local fish processing industry.

France and Italy want to soften the ban on issuing EU visas to Russian military personnel who participated in the war (both countries are popular tourist destinations).

Austria is again demanding the unfreezing of €2 billion in Russian assets to compensate Raiffeisen Bank for a fine imposed by Moscow.

Since EU sanctions require unanimous approval, a veto has blocked negotiations — four days of consultations among member state ambassadors in Brussels have not led to an agreement. Diplomats note that the level of rejections has reached an unprecedented scale.

This comes as Ukraine intensifies military pressure on Russia with long-range strikes on Moscow and oil refineries, and Western allies hope that a united front will force Putin to the negotiating table. However, diplomats note that the reluctance of some EU countries to support tough measures boils down to whether they feel a direct threat from Russia — unlike the Baltic and Northern European countries, which saw this threat as real from the outset.
