German Prosecutor's Office: Ukrainian state behind Nord Stream explosions
The Federal Prosecutor's Office of Germany stated that, according to investigation materials, the plan to blow up the Nord Stream and Nord Stream 2 gas pipelines was developed on the instructions of Ukrainian state bodies. Such information is contained in the indictment published on July 2.

The indictment has been brought against Ukrainian citizen Serhiy Kuznetsov, whom the investigation considers involved in the sabotage. According to the prosecutor's office, in 2022 he was an officer in the Ukrainian army. It is alleged that after the start of the full-scale war, together with other servicemen, he participated in the preparation of the operation, the goal of which was to stop Russian gas supplies to Germany and deprive Russia of income from its sale.
Seven suspects were involved in this case, but one of them died during the war in Ukraine. Serhiy Kuznetsov was arrested in the summer of 2025 in Italy, where he was on vacation. He is currently held in custody in Hamburg.
The prosecutor's office reports that it has sufficient grounds to suspect him of complicity in a "war crime" – an attack on civilian objects using explosives, destruction of infrastructure facilities, and disruption of enterprise operations.
According to German press reports, the evidence collected by the investigation is considered substantial. In particular, it is reported that during a phone conversation with relatives, made from an Italian investigative detention center, the suspect allegedly spoke about his involvement in the explosions.
The explosions on the Nord Stream and Nord Stream 2 gas pipelines occurred in September 2022. As a result, three of the four pipeline strings were damaged. At that time, gas was no longer being transported through them: Nord Stream had been shut down by Russia shortly before the explosions, and Nord Stream 2 never began commercial operation.
No one has officially claimed responsibility for the sabotage. The Russian side previously stated that it suspected the United States and Great Britain of involvement in the explosions.
