The main innovation of the draft, developed by the Ministry of Defense, is to officially allow foreigners to serve under contract in the Armed Forces and internal troops of the Ministry of Internal Affairs of Belarus.
The corresponding document was presented at the meeting by the Chief of the General Staff, Pavel Muraveyko.
The bill provides for the adjustment of a number of laws and codes to create a legal framework for foreign contract soldiers. Currently, this area is strictly regulated: only citizens of Belarus can join the service under contract. Such changes signify a fundamental shift in approaches to manning the Belarusian army.
The authorities link the possibility of attracting foreigners to security structures with the need to "strengthen national security."
