Protocol Drawn Up Against Belarusian Human Rights Defender Raman Kisliak in Georgia for Illegal Stay in the Country

Police came to his apartment in Tbilisi.

Employees of the Border Police of the Ministry of Internal Affairs of Georgia came to the home of Belarusian human rights defender Raman Kisliak, who lives in Tbilisi, on July 16 and drew up a protocol for illegal stay in the country, writes «Pozirk».

As Kisliak told «Pozirk», the police were looking for people illegally residing in the country: «They said: we will check now. If we are ordered to bring you in, we will put handcuffs on you and take you to the Migration Department [of the Ministry of Internal Affairs]. They were armed, with pistols. They called the department and decided that I should appear myself on July 21.»

The validity period of Kisliak's Belarusian passport expired in February 2024, and it is impossible to renew it at the Belarusian embassy. The temporary identity document from local authorities has also expired; the human rights defender was not given a new one, but temporary security measures are in effect for him according to a decision by the UN Human Rights Committee, which is considering his complaint regarding the Georgian authorities' refusal of asylum.

According to the human rights defender, after the visit of the Border Police, he filed a complaint against the actions of the Migration Department, as he believes it has been ignoring his appeals for legalization for many months, since October 2025.

On July 21, he plans to visit the department, but does not rule out his detention there: «I think there's always a risk, but I hope it's minimal because I have temporary protection measures from the UN Human Rights Committee.»

This March, the Georgian authorities de facto again denied Kisliak asylum. He then told «Pozirk» that he had no status: neither an asylum seeker nor «in deportation proceedings».

«My bank cards are blocked. I cannot go to prison to visit Belarusians. I have already been hindered because I do not have a valid document,» the human rights defender described his situation.
