Lithuania handed over additional evidence of Belarus conducting hybrid attacks to the International Civil Aviation Organization

Lithuania has submitted additional materials to the International Civil Aviation Organization (ICAO), which, according to its claims, prove a threat to such aviation from Belarus. This refers to hybrid attacks carried out from Belarusian territory.

The Ministry of Transport of Lithuania reported that as early as October 2025, it appealed to ICAO and the European Commission when such incidents began. Now new evidence has been presented, which should confirm the illegal actions.

According to the Lithuanian side, balloons (drones) are launched from the territory of Belarus, regularly violating Lithuanian airspace and potentially posing a danger to aircraft and passengers. Since October 2025, similar incidents have occurred no less than 20 times and even led to the temporary closure of Vilnius Airport.

Lithuanian Prime Minister Inga Ruginienė also previously confirmed that the country officially appealed to ICAO with the collected evidence.

Lithuanian Minister of Transport Juras Taminskas noted that there are signs that Belarus could be held responsible for these actions. He emphasized that such a decision would be a serious political blow and could lead to new sanctions.

ICAO previously stated that specific evidence is needed to consider such cases — and it is precisely this that Lithuania has likely now submitted.
