The norms of the resolution are aimed at ensuring the accounting, systematization, and maintenance of up-to-date information on works of monumental and monumental-decorative art located on the territory of the Republic of Belarus and beyond its borders, as well as improving information work, preserving, and popularizing Belarusian culture.

It is also stated that this improves the procedure for creating works of monumental and monumental-decorative art, and simplifies the mechanism for local executive and administrative bodies to make corresponding decisions.
