Now, to control the movement of electric scooters and other personal mobility devices in Minsk, the Skat-PP complex will be used.

Cameras for controlling electric scooter speed have started operating in Minsk.
According to changes in the Traffic Regulations, since September last year, the speed of personal mobility devices in populated areas has been limited to 10 km/h. On bicycle paths and in some cases along the edge of the roadway — up to 25 km/h. These changes are related to the analysis of accident rates: last year, in Minsk alone, about 500 incidents occurred involving owners of mobile transport.
Now, to control the movement of electric scooters and other PMDs in Minsk, the mobile measuring complex Skat-PP will be used. It records speed and other parameters, and in case of violations, transmits data to the official tablet of a traffic police officer.

— Upon receiving a notification, law enforcement officers will stop the violation and conduct a preventative conversation with the violator, — shared Viktor Rotchankau, head of the main traffic police department. — If the violation is committed repeatedly, the person will be held accountable.
Currently, the complex is operating in test mode. Primarily, it will be placed in areas where accidents involving scooter riders were previously recorded.

— The changes in the Traffic Regulations have indeed significantly affected the road situation, — emphasized Rotchankau. — This year, compared to the same period in 2025, the number of accidents involving PMD riders has decreased by 40 percent. And the number of incidents involving cyclists has halved.
