Cole raised the issue of new arrests. "So, we release 10 people, and they arrest another 10"
According to him, they first raised this issue during negotiations with Lukashenka.

U.S. President's Special Envoy for Belarus, John Cole, raised the issue of stopping new arrests at a meeting with Lukashenka on March 19.
As Cole said in an interview with "DW Belarus," it was "the first time I raised the issue of new arrests as people are released": "So, we release 10 people – and they arrest another 10?"
He also noted that it was not easy to ensure that some of the released political prisoners were allowed to remain in Belarus.
"This has been quite a tense issue in negotiations in recent months – to preserve the ability for people to remain in their home country," Cole said.
According to him, people were asked to "return home and behave calmly so that we can achieve the release of the others".
