New Ukrainian law aims to simplify life for Belarusians left without valid documents
The State Migration Service of Ukraine has published a draft law on changes to legislation regarding the documentation of foreigners and stateless persons. This includes solutions for people who cannot obtain or renew passports due to the cessation of activities of their countries' diplomatic missions in Ukraine. The project also affects citizens of Belarus, writes the Mission of Democratic Forces of Belarus in Ukraine.

According to the proposed changes, in cases defined by law, Belarusians will be able to exchange temporary residence permits even with expired passports. It is also planned to allow the issuance of permanent residence permits with an expired passport, and in some situations – even with a copy of a lost passport, if it was previously submitted to the migration service.
If the permit is issued under the new procedure, the person will be able to legally remain in Ukraine even after their passport expires.
The Mission of Democratic Forces of Belarus supports this draft law and has submitted two specific proposals to the State Migration Service.
The first is to expand the possibility of using an expired passport when obtaining an immigration permit for family members of Ukrainian citizens. This applies to spouses after two years of marriage, children, and parents.
The second proposal is to link the validity of the special procedure not to the term of martial law, but to the actual absence of consular services for issuing and exchanging passports. The end of martial law itself does not mean that such services will be restored.
The mission did not propose separate changes within this draft law for people who do not have valid documents and have not previously undergone initial legalization in Ukraine. Their situation requires separate discussion and, likely, a special procedure for identity verification and documentation, and not just an additional exception for holders of expired passports.
