"Even-Odd". Russia invents increasingly cunning schemes for selling gasoline
In several regions of Russia, new restrictions on gasoline sales have been introduced amid a fuel shortage. Since July 9, in the Astrakhan, Nizhny Novgorod regions, and Mordovia, fuel has been dispensed according to the "even-odd" scheme: on even days of the month, cars with an even last digit in their license plate fill up, and on odd days, those with an odd digit, writes the BBC Russian Service.

Similar measures are also planned for the Pskov, Lipetsk, and other regions.
Authorities explain this by the need to reduce queues at petrol stations and distribute the scarce fuel more evenly. In some regions, additional limits on refueling have been set, and the sale of gasoline in canisters is prohibited.
In the Nizhny Novgorod region, they also plan to test a system for selling gasoline using QR codes. It is assumed that it will guarantee every car owner the opportunity to receive a certain volume of fuel at a specific time at a specific petrol station. Such a system has previously been introduced in Chita and occupied Sevastopol.
According to Russian authorities, the gasoline shortage is linked to disruptions in oil refinery operations, seasonal demand growth, and consumer panic. A number of regions have already introduced a high alert regime, and a state of emergency has been declared in occupied Crimea.
Amid this crisis, Kazakhstan has tightened border controls to prevent the illegal export of fuel to Russia. According to Kazakh security forces, hundreds of vehicles with additional fuel tanks, intended for gasoline smuggling, have been detained since the beginning of the year.
