A 38-year-old resident of Brest, who abuses alcohol and has previously come to the attention of the police, decided while drunk to run up to a parked taxi and try to pull the driver out of it, reports the Internal Affairs Directorate of the Brest Regional Executive Committee.

However, he did not manage to pull the driver out of the car, partly because the driver was wearing a seatbelt.
The driver immediately tried to drive away, but the man managed to kick his car several times, damaging the front and rear doors.
After that, the hooligan went to the nearest store, where he was detained by police officers.
The detainee could not explain his actions. The amount of damage caused amounted to more than 800 rubles.
A criminal case was initiated against the man for hooliganism (part 1 of article 339 of the Criminal Code of the Republic of Belarus).
