Belarus plans to simplify employment for foreign doctors and pharmacists
Belarusian authorities plan to further expand the list of in-demand professions and are also considering the possibility of abolishing the need for special permits for certain categories of specialists, including intern doctors and pharmacists, Natalia Kulbitskaya, a representative of the Department for Citizenship and Migration of the Ministry of Internal Affairs, reported .

According to the official, in 2025, over 48 thousand foreigners and stateless persons arrived in the country for work, and in the first quarter of 2026, over 16 thousand more. The last time such intense growth in labor migration was observed was in 2014, when residents of Ukraine's Donetsk and Luhansk regions, occupied by Russia, began arriving en masse in Belarus.
Since 2023, Belarus has had a simplified procedure for employing foreigners in professions considered to be in shortage. In such cases, employers do not need to obtain a special permit. According to the Ministry of Internal Affairs, almost 80 percent of foreign workers are employed under this scheme.
Representatives of state bodies note that Belarusian employers are ready to accept foreign workers, despite additional obligations. According to the law, the employer is responsible for such an employee and also provides them with social guarantees and medical care.
However, the growing demand for foreign labor has led to the emergence of unscrupulous intermediaries. According to information from the Minsk City Executive Committee, some outstaffing companies post questionable vacancies, hire foreigners, and then send them to work in other regions, which may contradict the requirements of migration legislation.
To strengthen control, a draft amendment to the law on external labor migration has already been submitted to the Council of Ministers. It is proposed to create a special register of outstaffing agencies, define their responsibilities, and introduce liability for violations in the employment of foreign citizens.
