Cancelled protection zones of the Potocki Palace and Sapieha Castle in Vysokaye. The "Nyrets" swimming pool will be built on their territory
The Ministry of Culture has completely cancelled the project for the protection zones of the 17th-19th century palace and park ensemble, without approving a new document. Experts say this is the first such case.

The resolution, adopted on June 2, 2026, cancelled the document that defined the protection zones of the palace and park ensemble in Vysokaye, Kamenets district. The new decision comes into force on July 1, 2026, effectively leaving the monument without protected boundaries and clear building regulations, noted the "Spadchyna" (Heritage) Telegram channel.
The ensemble consists of the remains of earthworks and the entrance gate of the Sapieha Castle from the 17th century, as well as the stone Potocki Palace from 1815 and a landscape park. The entire ensemble has the status of a historical and cultural value of republican significance (2nd category).
As experts note, the situation is unusual: typically, an old project is cancelled simultaneously with the adoption of a new one.

A possible reason for this legal conflict could be that local authorities plan to erect a sports and recreation complex with a swimming pool called "Nyrets" (Diver) on the territory of the historical estate.
Public discussion of the architectural and planning concept took place in February 2026. According to the project, developed by "Brestproekt" for the Capital Construction Department of the Kamenets district, the 24 by 48 meter building will be located in the central part of the city, between Lenin Street and the Pulva River, next to the existing sanatorium boarding school. The construction of a separate boiler house and parking lot is also planned.

In the cancelled 2015 document, existing buildings around this site, including the Soviet boarding school, were deemed disharmonious and recommended for removal as they physically deteriorated, in order to preserve the integrity of the monument. Now, authorities are trying to squeeze another large building onto this territory.
Furthermore, the architectural and planning task for the swimming pool design included the necessity of developing a project taking into account the adjustment of the palace and park ensemble's boundaries, the necessity of which was not explained.
Formally, until a new project for the protection zones is adopted, the development of design documentation for this territory is completely prohibited.
