"Prisoners tell him: Go read on Tut.by." How the investigator who shut down the Tut.by portal is serving his sentence

At the end of 2022, Dzmitry Dalinnik was detained – at that time, he was the head of the department for investigating crimes in the financial and credit sector of the central apparatus of the Investigative Committee. This very security official led the investigation group for the "Tut.by case."

The high-ranking official was convicted of bribery and sent to correctional colony No. 3 "Vitsba." "Zerkalo" learned details of the ex-investigator's life behind bars: other prisoners gave him an eloquent nickname, and he himself expects to be transferred to an open-type correctional facility (often called "khimiya") soon.

"Corrupt investigators tried to avoid him"

This story was told to "Zerkalo" by Andrei (name changed), who is familiar with the situation. According to Andrei, the former security official was sentenced to nine years of imprisonment. Although earlier, "Zerkalo" sources reported a sentence of 14 years.

Dalinnik was met with hostility in the colony.

— "About half of all prisoners in 'Vitsba' are former employees of law enforcement agencies," Andrei recounts. — "Upon arrival, Dalinnik immediately ended up in squad 5/6, where he was immediately met with considerable caution, knowing from 'pragony' (an informational letter or message from authoritative prisoners, often 'thieves in law', which is circulated among prisons and contains important decisions or rules) news from the pre-trial detention center that he constantly lied about himself and his past. At the same time, everyone understood who exactly made the decisions in the 'Tut.by case'."

Surprisingly, all categories immediately reacted negatively to him: both ordinary criminals, because they knew he arbitrarily imprisoned people (such people are disliked), and "activists" (prisoners who cooperate with the administration), because Dalinnik immediately tried to become one of them. Political prisoners showed indifference and disdain towards him. If someone noticed others talking to him, it was customary to approach that person and either make a remark or warn them and briefly recount Dalinnik's biography.

The man adds that the news of such a well-known person's arrival spread very quickly throughout "Vitsba."

— "Throughout the zone, much information was found about other political and non-political cases that Dalinnik handled, where the real reason was simply the desire of various officials to take money from entrepreneurs for their own purposes or simply seize their businesses," the interlocutor notes. — "There was so much information, and it was confirmed from everywhere, that even corrupt investigators tried to avoid Dalinnik. At the same time, four of his former subordinate investigators, convicted under 'political' articles, were also in the zone and did not speak to him at all."

"Go and look for the answer on Tut.by"

Andrei says that Dzmitry Dalinnik almost immediately received a nickname given to him by other prisoners.

— "In squad 5/6, there were many former employees who knew his biography and reputation well," Andrei recalls. — "They were convinced that it was best not to deal with Dalinnik at all."

But the political prisoners simply openly mocked him and immediately among themselves gave him the nickname Tut.by. At the same time, they constantly joked in front of him about what a good portal it was. If Dalinnik asked about something, they might tell him to go and look for the answer on Tut.by.

But no one drove him to fury: "Vitsba" is a rather "intelligent" zone, conflicts were not needed by anyone, they were punished for them, so everything was limited to malicious teasing and caustic mockery.

According to Andrei, Dalinnik even tried to resist his new reputation among the prisoners.

— He called information about his involvement in the closure of Tut.by rumors, saying it was a lie and that in that case, he made all decisions according to the law, although in an environment with many former employees, no one believed this because people know the specifics of such cases. For a while, Dalinnik even told some prisoners that he was generally against the authorities," Andrei recounts.

Dalinnik's efforts yielded no results. The attitude towards him remained the same.

— "His reputation remained maximally negative," Andrei states. — "Dalinnik earned disrespect from literally everyone: corrupt individuals, criminals, 'activists,' 'blatnye' (a term for prisoners who adhere strictly to prison subculture rules), and, of course, political prisoners. Moreover, he worked as a day-duty officer in quarantine — a place where he himself put pressure on other arriving prisoners."

"Rumors about a bribe received twice"

Besides his role in the destruction of Tut.by, his own criminal case, which led to Dalinnik's imprisonment, was also actively discussed in the colony.

— "There were rumors that Dalinnik received such a short sentence (for investigators, nine years is little, considering he occupied the highest position in the Investigative Committee) because he testified against other participants in his case, as well as in other criminal cases," Andrei shares. — "There were also rumors about the amount of the bribe for which he was imprisoned – allegedly 300 thousand dollars. Moreover, they tried to take it from the same person twice. Earlier, that person had already given it, and after some time, Dalinnik and his accomplices came again, and the victim contacted the KGB."

"He expects to leave the colony in a year and a half"

Apparently realizing that he would not be able to find common ground with other prisoners, the former head of the Investigative Committee department began to build relationships with the leadership of the correctional facility.

— He demonstratively 'ingratiated' himself with the administration, actively showing his readiness to take on any work, occupy any position, carry out any command. Moreover, the administration staff themselves said that he was slightly overplaying his desire to please," Andrei notes.

According to the interlocutor, Dalinnik strives to portray himself as an exemplary prisoner in the eyes of the authorities so that his punishment will soon be mitigated.

— He studied at a vocational school (this is a big preference in the zone; political prisoners are generally not allowed there), meaning for a year instead of working, he supposedly went to study, where it was warm, and essentially did nothing there. And after that, he expected to take an 'activist' position (a day-duty officer or something similar) and be transferred to a settlement colony or to an open-type correctional facility. In fact, he expects to leave the colony in a year and a half," Andrei assumes.

It should be noted that the crime for which Dzmitry Dalinnik was convicted (receiving a bribe, Part 3, Article 430 of the Criminal Code of the Republic of Belarus) belongs to the category of especially grave crimes. According to the Criminal Executive Code, the transfer of such a person to an open-type correctional facility is possible only after serving two-thirds of the term imposed by the court.
