In Belarus, procedures for preparing and issuing permits for construction are being simplified. The corresponding resolution of the Council of Ministers was signed by Prime Minister Alexander Turchin.

The document amends the procedure for preparing and issuing permit documentation for construction, approved by government resolution No. 735 of December 18, 2025.
According to the new rules, compliance with technical requirements and conditions for connecting the object to engineering networks will serve as a basis for free and unconditional transfer of engineering infrastructure objects to the bodies and organizations that issued these requirements and conditions.
It is also prohibited to include norms and requirements in technical conditions for construction that do not apply to the specific object.
Administrative procedure terms are also being reduced. Local authorities will have to make a decision on issuing permit documentation within 10 working days instead of the previous 15. At the same time, documents must be sent to the applicant no later than three working days after the decision is made.
The deadline for the authorized organization to issue an invoice for the preparation of documents at the customer's request will be shortened from five to three working days.
In addition, customers will be able to start the procedure for obtaining permit documentation simultaneously with the approval of the land plot location, without waiting for the relevant act to be formalized. According to government information, this complies with the "one-stop shop" principle and will allow for faster implementation of investment projects.
Simultaneously, changes will be made to the unified list of administrative procedures for economic entities, approved by government resolution No. 548 of September 24, 2021. It will also fix the reduction of the term for local authorities to issue permit documentation for construction from 15 to 10 working days.
