The head of the Rylsk district of the Kursk region was in the car.

A car carrying employees of the Rylsk district administration exploded on a mine in the center of Rylsk (a city in the Kursk region).
The explosive device was triggered remotely, reported Kursk Oblast Governor Alexander Khinshtein. As a result, district head Vladimir Kovalchuk was injured: he sustained a mine-blast injury and blind shrapnel wounds to his legs.
Sergei Byasedin, director of the economic services department, was driving the car. The man sustained a penetrating abdominal wound and shrapnel damage to his thigh.

Two other local administration employees were standing on the porch during the explosion. From the blast wave, they sustained brain contusions and blind shrapnel wounds to their arms and legs.
Everyone was taken to the hospital. The explosion site was cordoned off.
