This refers to a document that allowed residents of the border territories of Belarus and Lithuania to cross the border with special permits and stay in the territory of the neighboring country for up to 90 days within half a year.
The agreement was signed back in 2011 and ratified by the Lithuanian side, but it never entered into legal force because Belarus did not complete all the necessary internal procedures and did not notify Lithuania about it.
Consequently, the document formally existed but had not been in effect for over 15 years. The Lithuanian Ministry of Foreign Affairs deemed that over such a long period, it had lost its relevance and required official cancellation.
