The chat in question included German Chancellor Friedrich Merz, French President Emmanuel Macron, Italian Prime Minister Giorgia Meloni, and UK Prime Minister Keir Starmer.
The investigation concerns not the content of the chat itself, but whether the European Commission violated transparency rules by refusing access to this correspondence.
The existence of this chat became known in January. Subsequently, the Dutch investigative organization Follow the Money requested access to the correspondence, but the European Commission rejected the request on the grounds that its publication could "harm the EU's international relations with third countries."
According to media reports, the chat also discussed strategies for interaction with US President Donald Trump.
The investigation is expected to last several months, with a meeting between representatives of the European Commission and the Ombudsman scheduled by mid-July.
