Stubb and Støre learned from Putin that he wants the entire Donbas
Russian President Vladimir Putin, during his first negotiations in over a year with European leaders on the war in Ukraine, once again demanded that the entire Donbas be transferred under Russian control. This was reported by Reuters, citing a source close to the Kremlin.

Putin's conversation with Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre lasted one and a half hours. According to the source, the Russian leader does not intend to abandon his demand for the full transfer of Donbas under Russian control.
In the fifth year of the war, the Russian army still controls only about 80% of the Donetsk region. In September 2022, Putin announced its annexation within administrative borders, although Russia failed to capture the entire territory of the region.
Meanwhile, the pace of the Russian offensive on the belt of fortress cities that remain under the control of the Armed Forces of Ukraine is slowing down. According to estimates by the American Institute for the Study of War, this year the advance of Russian troops in this direction has decreased to 250 square meters per day.
In the ten incomplete months of 2026, the Russian army lost previously captured foreign territories for four months. In September and October, its total losses amounted to 241 square kilometers.
During the conversation, Stubb and Støre told Putin that a "just" peace must be achieved in Ukraine.
The last European leader who previously tried to negotiate with the Russian president was French President Emmanuel Macron. He spoke with Putin by phone in July 2025, but these contacts yielded no results.
