Rubio Declared Stalemate in War Between Russia and Ukraine and Lack of Prospects for Peaceful Settlement
According to the US Secretary of State, exiting the current situation is possible either through negotiations or through escalation from one or both sides.

The war between Russia and Ukraine has reached a “strategic stalemate,” and there are currently no visible opportunities to end it through diplomacy, US Secretary of State Marco Rubio said in an interview with Kathimerini during a visit to Athens, writes Moscow Times.
According to him, exiting the current situation is possible either through negotiations or through escalation from one or both sides.
«At the moment, prospects for a diplomatic settlement are not visible,» as Russia makes full control over Donbas a condition, and Ukraine considers this unacceptable, Rubio noted.
He reported that the US shares «the world's concern regarding the risk of conflict escalation,» which as a result «could affect other countries and escalate into a broader confrontation.» According to Rubio, «there are clear signs» that Putin «intends to use the upcoming winter to completely destroy Ukraine's energy system and force it to capitulate.» At the same time, the AFU (Armed Forces of Ukraine) have increased their capabilities for long-range strikes on Russia, the head of the State Department noted. In addition, attacks on ships in the Black Sea continue.
He emphasized that the US remains ready to play a constructive role in the negotiation process to facilitate the conclusion of a peace agreement.
«We have tried to do this before, but this goal remains elusive for now… This war has been going on for its fifth year, although initially no one planned such a development of events. I don't think this is how Putin envisioned this conflict, which is why events did not follow the scenario he defined,» Rubio concluded.
On September 23, the Kremlin stated that they do not see preconditions for «entering a peaceful negotiation track» with Kyiv.
«The militarization of Ukraine continues. European states are trying to find more and more money for the purchase of armaments. The Kyiv regime continues its quite terrorist activity,» noted presidential press secretary Dmitry Peskov.
In late August - early September, CIA Director John Ratcliffe, as well as Trump representatives Steve Whitkoff and Jared Kushner, visited Moscow with the aim of settlement, but, according to Bloomberg sources, Putin did not show willingness to soften his positions.
In the next 6 months, Russia plans to strike at Ukraine's energy system and heating infrastructure to make life unbearable for civilians, as well as intensify hybrid attacks in Europe to undermine support for Kyiv, agency interlocutors said.
According to The New York Times, Putin assured that his army would seize all of Donbas «in the coming months,» which it currently controls about 80%. Kushner responded that Putin made the same promises a year ago and did not rule out that in another year Putin would be saying the same thing, the publication's source reported.
