Defense Ministers of Russia and Belarus discussed the necessity of "preemptive actions" against Europe
Some tasks need to be resolved "in the shortest possible time", while some issues require decisions from Lukashenka and Putin, said Russian Defense Minister Andrei Belousov in Minsk.

Belousov arrived in Minsk on October 22 for a meeting of the joint board of the Ministries of Defense of Belarus and Russia. During the visit, he also met with Alexander Lukashenka.
At the meeting with Lukashenka, the Russian minister linked the necessity to act preemptively to the international situation.
"The international situation continues to degrade. It remains very complex. Not only is it complex, but it is becoming increasingly unpredictable. We see what is happening in Europe, in the Middle East. And this requires preemptive actions," — BelTA quotes Belousov.
According to him, this was the main topic of the conversation with Belarusian Defense Minister Viktor Khrenin.
"What other actions, what other tasks should we set for ourselves and resolve in the shortest possible time at our level. There is a whole range of political issues that, of course, require decisions from the supreme commanders-in-chief," — said Belousov.
What specific actions the ministers discussed and what they will propose to Lukashenka and Putin, he did not disclose.
At the board meeting, Belousov accused NATO, the European Union, and the Ukrainian authorities of deliberate escalation. He sees particular danger in the restructuring of European industry for military needs and the preparation of infrastructure for the rapid deployment of troops.
With these statements, he justified the deepening of military cooperation with Belarus.
"All this requires us to respond promptly to changes in the military-political situation. Strengthening interaction in ensuring security, increasing its military potential. For these purposes, we are improving approaches to the joint application of armed forces," — TASS quotes him.
According to Belousov, the board has already adopted "important decisions" regarding the regional grouping of Belarusian and Russian troops and a unified regional air defense system. The content of these decisions is not disclosed in the provided reports.
He also said that in joint training they will further implement the experience of the war against Ukraine, which Russian authorities call a "special military operation".
For next year, they agreed on "Union Shield"
One of the announced outcomes of the meeting was the approval of the concept for the joint exercises "Union Shield — 2027". Khrenin called them the main training event for the armed forces of the two countries next year.
According to him, the exercises should demonstrate the ability to jointly defend the sovereignty and territorial integrity of Belarus and Russia.
Khrenin also announced the start of the practical implementation of the military partnership program for 2026—2030. This year's cooperation plan includes over 160 joint activities — primarily exercises, training, gatherings, and experience exchange.
