Should Belarusians bear responsibility for the war? New survey of Ukrainian sentiments
The results of a new study on Ukrainian-Belarusian relations were presented at the Ostroh Forum in Kyiv.

It was conducted by the Institute for Political Studies "Political Sphere" with the support of the German Marshall Fund of the United States (GMF) and the EU. Data collection in Ukraine was carried out in cooperation with the research company Info Sapiens.
Ukrainians were asked how they feel about Belarusians. 44.5% answered positively, 36.1% negatively, and the rest hesitated with an answer. At the same time, compared to surveys from 2022, 2023, and 2025, the attitude has improved.

At the same time, almost half of the respondents (49.5%) noted that with the beginning of the full-scale war in Ukraine, their attitude towards Belarusians deteriorated (for 47.1% the attitude did not change). The deterioration is primarily explained by military and political support for Russia from Belarus, as well as the inaction and silence of Belarusians.

To the question of whether they consider Alexander Lukashenka a legitimate leader of Belarus, 75.9% answered no or rather no.

Sviatlana Tsikhanouskaya is known to 58.9% of surveyed Ukrainians. In 2022, it was more – 76.5%.

58.7% of respondents said they had heard of the Kastuś Kalinoŭski Regiment and other Belarusian volunteers.

Ukrainians were also asked who should bear responsibility for Belarus's participation in the Russian aggression against Ukraine. The majority (54.4%) believe that the Belarusian state and authorities should. Another 28.6% believe that both the state and society should. 8.2% answered that no one, because Belarusians are not guilty and are not taking part. 2.6% believe that Belarusian society should bear responsibility.

Speaking about peace negotiations, 75.1% are against Belarus being allowed to participate in negotiations. 13.8% believe that Belarus can be a mediator, and 3.6% consider it a full participant. The rest found it difficult to answer.
The tough rhetoric towards Lukashenka, which the Ukrainian authorities have recently adopted, is supported by 77.7% of surveyed Ukrainians to some extent. And establishing relations with democratic forces of Belarus is supported by 67.4%.
