Montenegro plans to introduce visas for citizens of Belarus from November 1st

The Montenegrin government has published a draft of changes to the visa regime resolution, which provides for the abolition of visa-free entry for citizens of Belarus and Russia from November 1, 2026, writes the Russian service of Radio Svoboda.

According to the draft, until October 31, Belarusians and Russians will still be able to enter Montenegro, pass through it in transit, and stay in the country for up to 30 days with a valid travel document. However, if the changes are approved, a visa will be required for travel from November.

For now, the document has draft status and has not yet been officially adopted.

Montenegro received the status of a candidate country for accession to the European Union in 2010 and is considered one of the most likely next states to join the EU. In April 2026, the ambassadors of the European Union countries approved the start of preparations for concluding an agreement on Montenegro's accession to the EU.
