In Minsk, a man in underwear hung from a balcony on the ninth floor VIDEO
Eyewitnesses noticed the man holding onto a metal railing and informed rescuers. Why the man ended up outside the balcony is not reported.

Emergency Situations Ministry employees arrived at the scene and used aerial platforms to reach the person. Rescuers managed to remove the man and hand him over to medics.
The injured man was hospitalized.
