Officials believe that filming video is only possible if you get the consent of everyone who appears in the frame
The National Center for Personal Data Protection of the Republic of Belarus provided its interpretation of the legislation regarding the possibility of filming at public events in clubs and other similar establishments.

"I was in a club and filmed a video of beautiful girls I didn't know dancing. Suddenly, a man ran up to me and demanded I stop filming, starting to insult me. Can I publish this video on my social media to hold the rude person accountable?" a Belarusian asked the Personal Data Center.
According to officials, by law, before filming a video at such an event, it is indeed necessary to obtain at least verbal consent from all people who appear in the frame. This rule also applies to publishing the video online.
However, if a person is recording offenses or crimes, this can be done without consent. Such a video can be sent to law enforcement.
