Belarus introduces a debt limit for mobile communications: what it means for subscribers

Mobile operators will no longer drive customers into astronomical debts. As of June 7, 2026, new rules for providing mobile communication services came into force in Belarus. Now, mobile operators are legally limited in how much debt they can allow customers on their personal accounts.

The innovations are stipulated by Council of Ministers Resolution No. 108. The main goal of the document is to protect users from unexpected huge bills for phone and internet services.

What has changed?

Now, communication operators do not have the right to allow a subscriber's account debt to exceed five basic units (as of today, one basic unit is 45 rubles, so the limit is 225 rubles).

This rule will be especially useful when traveling abroad. Previously, there were cases where Belarusians returned from roaming with thousands of rubles in debt. Now, the operator will be obliged to block communication in a timely manner upon reaching the limit.

If the standard amount of 225 rubles is insufficient for a user (for example, for business lines or corporate clients), the subscriber can write an application to the mobile operator and set a different, more suitable limit.

Another important part of the resolution concerns the connection of additional paid services (horoscopes, jokes, etc.).

As of June 7, subscribing to paid content via SMS or USSD request is only possible by the user independently entering the command. Mobile operators will no longer be able to automatically or through an "accidental click" on an internet banner to connect subscription fees for unnecessary internet services.
