The instructions were approved following a meeting with government members on April 23, RBC reports with reference to the Kremlin press service.

Among such services, Putin mentioned medical care systems, the State Services portal, and payment systems. He appointed FSB Director Alexander Bortnikov and Prime Minister Mikhail Mishustin as responsible parties. They will present a report to the president by July 1.

Residents of Russian regions periodically face mobile communication restrictions. For example, the latest massive internet outages in Moscow and St. Petersburg occurred during the May holidays. The Kremlin explained the outages by the need to ensure the safety of citizens amid Ukraine's "increasingly sophisticated methods for attacks."
